General Definition of Work
The Crime Analyst position is responsible for a wide range of statistical and analytical studies related to the identification and evaluation of crime patterns, and trend activity. This is completed by compiling data utilizing scientific research methods to retrieve and organize a wide variety of crime data from sources including police reports, the agency's crime data warehouse, and various criminal justice software systems.

Essential Functions/Typical Tasks

  • Supports the day-to-day operations of the agency, answering internal and external inquiries from police personnel, city administration, media, and the public while adhering to North Carolina public records laws.
  • Supports the Neighborhood Oriented Policing philosophy of the agency and predictive models that enable the agency to maximize the allocation of resources. This includes preparing strategic action plans, assisting operations and management personnel in planning the deployment of resources for the prevention and suppression of criminal activity.
  • Responsible for the generation of cartographic products depicting the location, concentration, and density of criminal activity; visual aids such as data charts and graphs to inform police officers, detectives, and commanders of emerging crime series, patterns, and trends.
  • Supporting and maintaining the crime data warehouse and technical software applications that are used to provide/support advanced analysis.
  • Conducts research and strategic crime analysis to identify crime patterns and trends; analyzes long-term crime patterns and trends using probability studies and complex statistical analyses such as random samplings, correlation, and regression analysis; develops and tests hypotheses; develops victim and suspect profiles (e.g., physical or vehicle description profiles); forecasts future criminal activity.
  • Conducts tactical crime analyses, identifying current crime series and hot spots; prepares tactical action plans.
  • Collects and organizes criminal information from all available resources, including the Uniform Crime Reporting (UCR) system and the National Incident-Based Reporting System (NIBRS), field interviews, intelligence information, other agencies, media, review of crime reports and supplements, informational surveys, and retrieval of crime information stored in case and assigned data to study and analyze past and existing crime series, patterns, and trends.
  • Attends regional meetings of crime analysis professionals to share information on crime patterns, new methodologies, and developing tools.
  • Monitors local, regional, and national crime trends.
  • Ensures that policies and procedures pertaining to crime analysis comply with Federal and State legal and judicial requirements and with standards of accreditation.
  • Monitors and determines effectiveness of crime analysis information and services provided; provides feedback analysis and program evaluation using available crime data.
  • Drafts and prepares reports, memoranda, general orders, standard operating procedures, and similar materials pertaining to crime analysis.
  • Maintains a high level of professionalism and frequent contact with the public and other employees at/above the level of position's supervisor.
  • Employee's work is reviewed for sufficiency, accuracy, and efficiency.
  • Performs related duties as assigned.

Knowledge, Skills and Abilities
A good knowledge of Geographic Information System (GIS) applications, including ESRI's suite of software for GIS; knowledge of SQL databases, Visual Basic and ArcPRO. The ability to create/update databases is essential. Extensive knowledge of qualitative and quantitative methods and research techniques including the principles, methods, and techniques of statistical analysis, multivariate, frequency, functional, cluster, correlation, and regression analysis; crime analysis methodologies including cartographic analysis, crime mapping, operations analysis, linking, profiling; law enforcement operations, procedures, and regulations; techniques and principles of report writing and presentation; standard English grammar and usage; Knowledge of Records Management Systems (RMS). Ability to define problems, develop and test hypotheses, collect data, establish facts, and draw valid conclusions;; consider options, formulate strategies, and make practical recommendations; use general and specialized computer applications; identify and distinguish crime patterns, trends, and series; exercise objectivity; communicate clearly, concisely, and effectively orally and in writing; prepare graphs, tables, and statistical charts; establish and maintain working relationships with colleagues, departmental staff, and representatives of other organizations and agencies; maintain confidentiality of information; train and provide technical assistance to others; work independently with minimal supervision.

Requirements
Education and Experience:

Bachelor's Degree in Crime Analysis, Geographic Information Systems (GIS), Social Network Analysis, Criminal Justice, Analytics or Statistics or an Associate's degree with 1-3 years' experience in Crime Analysis, Geographic Information Systems (GIS), Social Network Analysis, Criminal Justice, Analytics or Statistics.
Preferred Experience:

Two to four years of directly related work experience in crime analysis and GIS systems (preferably in a city government setting); experience in a variety of GIS and client/server computing environments; experience with Tyler New World LERMS and Computer Aided Dispatch (CAD).
Special Requirements:

Possession of an appropriate driver's license valid in the State of North Carolina. The ability to successfully pass the New Bern Police Department's background investigation and obtain the Department of Criminal Information (DCI) certification within six weeks of hire date.
